So tl;dr; The answer depends on your perspective and if you are asking the localized specter that works in this particular instance, or the man behind the curtain.

Egregiously selfish intent that brings harm to society, of which I define as blissfully wholesome people who don't deserve to get kicked around by some fucking asshole having a bad day or a bad mental state. Kids don't deserve that, animals don't deserve that. Innocent people who aren't being giant selfish assholes hurting others don't deserve that. And this is the very big kicker, I only focus when something has happened, is happening, or will happen. Let's say you're a cult member or leader, but your cult operates in a state of not planning to do harm. I don't like you, but I don't care, there's nothing actionable on the table, that changes once you do something, then I focus because you must face accountability in that, especially if it brings quantifiable harm to others at their expense for your gain, whatever it may be.
