DPI or Deep Packet Inspection helps you confuse the blacklists and get through to some websites without VPN tunneling. I am not very good with the tech stuff, but it does help a bit.

It is a passive service technically, you just have to manually set it up. It does not work always, but essentially you try different ways of encrypting data so that your provider got confused and couldn't match it with the blacklist from the governmnet. So you end up tricking it without any third party involved. But if they switch to whitelists some day, this strategy will become redundant.
