It appears to have become more prevalent over the past decade. The internet began to become far more widely used circa late 2000s, 2010. I suspect that by the early-mid 2010s, various government agencies saw the potential for propaganda dissemination and the influencing of general public opinion. The average under-30-year-old is probably fried into a lot more states than 'us vs. them' thinking.
