Only referendum 1721 needs to pass and we're golden. Currently it's 55/45 for NAY since they somehow fucked up and forgot to pass the Runtime upgrade v1.6.2 before the 1721 ref. So the 1736 ref had to be passed before 1721 because if it didn't then DOT could've stalled just like Kusama did. The 1736 has already passed and I think that now people are going to change their vote to an AYE. So probably September 8th. Worst case it get postponed by another 2 to 4 weeks, but probably it won't. But remember DOT 2.0 is literally unoptimized until JAM hits. JAM is literally the optimization of DOT 2.0. Specifically the core time and elastic scaling features. JAM is set to hit sometime next year. The launch date is still unknown.
