It absolutely did happen. It took almost two years (April 2023 through February 2025) for the mempool to clear out after the fucking stupid "NFTs on Bitcoin!" Runes/Inscriptions shit launched. You can see the tail-end of it on the one-year chart, or look at the "all" chart to dig around for the start of it.

There was one famous block that had a single transaction in it -- one tiny transaction fee, and then the rest of the entire fucking block was filled with a "comment" as an embedded image. The miners were loving that shit because it drove fees skyhigh, as much as well over 50 sats/vb (minimum of around 6000 sats for a single transaction) to get almost-guaranteed next-block processing.

It's also why an absolute shitload of businesses stopped using Bitcoin payments in 2017, because the shitcoin casinos demanded that people pay for their useless shitcoins by selling Bitcoin, so the payment queue was completely fucked for months then, too.
