Do I click "claim rewards" before I push the "unstake" button if I want to unstake a portion of my staked LINK or is it safe to just let my claimable rewards stay there while I unstake the portion I want? How the hell does this work?

If you withdraw, you reset the 90 day ramp up period that is linearly proportional to the amount of link you can claim as a reward. TL;DR - As long as your staking balance doesn't change (either by adding or substracting) and your ramp up period is at max (you waited 90 days), you can collect rewards as you like.
