He literally used all ex-NASA talent, and SpaceX would have been bankrupt without getting its first big government contract.
It's called FUNDING.
NASA would be in the same position, but without lining some foreign billionaire's pocket, if people funded NASA, instead of slashing its budgets.
Elon doesn't know dick about rockets, he's a hype man who knows how to pick talent. He didn't even start SpaceX, he bought it from it's ex-NASA administrator founder.

That depends on what you define as "rapidly." The development path of the Merlin engine literally goes back to the 1990s (SpaceX started off by hiring the turbopump supplier for the Fastrac engine)

I think lithium-ion batteries had more to do with that than Musk. Musk deserves credit for being one of those who recognized the potential of lithium-ion batteries early on.

NASA essentially created SpaceX through the COTS and CRS contracts. NASA doesn't build rockets and never has built rockets; they have always contracted private companies to do it for them

The feats might be large when compared to the average business venture, but they are small when compared to his promises. Furthermore, the success of SpaceX does not justify the sky high valuation of Tesla. And I think those were OP's points.

I think it would be more accurate to say that he hired talent that previously had worked for other NASA contractors. For example in the early days of SpaceX, key engineers that Musk hired had previously built up experience by working on the TR-106/107 engines whose development had been funded by NASA/DoD
