The real price of silver is what it costs to get it in hand. It’s not so much a premium on bars, more like there’s a discount for playing the paper ponzi instead. That said, as spot price rises premium tend to fall and vice versa. But we’re entering uncharted waters now, premiums may diverge from usual patterns.

If you think about how paper plays with the actual physical commodity, it makes sense. When supplies are understood to be plentiful, there's no need to take ownership because you know its actually out there if you wanted it.
When supplies dwindle, you could be left holding your dick in your hand without any real silver to show for it. If everyone freaks out about the low supply and starts taking delivery, then you NEED to take delivery too or else you're turbo fucked if they actually run out of physical. Nobody wants to have to wait for their payout.
The way they normally get around this is to pay you in-kind with cash (like in a falling dollar scenario), but if nobody wants cash then the only thing to do is get in line and wait for more silver to stock.

But when everyone starts taking possession then it becomes a serious issue. And you know China and others are not going to be happy with just taking paper ownership. Also industrial users have to physically have it, so when you get nations working with industry as well you need that physical.
