Nobody looks at the chart and thinks there's 0 reserves left on CEXs unless they're literal retards. Adjusting the chart scale to be from 0 is pointless as well, all the data would just be a lot more compressed and there would be a lot of useless empty space below it, but it would still show the same trend of the reserves decreasing.

The idea is that people keep holdings that they want to sell on CEXs, and when they sell, someone buys it and withdraws it, thus reducing the reserves. As reserves decrease, then we assume there's less amount available to sell, which should lead to higher prices.
Who knows if that's actually the case though, it could just mean people are withdrawing to trade on HYPE or some other DEX.
ETH is going through the same pattern as well where reserves are decreasing, but just like LINK the price vs reserve hasn't been correlated at all, so there's no telling if it actually is bullish.
