There is for sure. Here in Australia there are Muslim families LARPing as public day-care centers, and they will put their 50 kids in there (basically all their siblings and cousins) and have the women look after them and their day-care school gets paid all kinds of benefits per child, but its literally just their family and the wives. They're constantly busting these people over and over again.
