Pretty clear swift is not focused on tokenization and cross border payments as they think they do it well enough already. Tom is focused on orchestration and proof (of identity, of receipt of funds, etc) in financial transactions. Swift will clearly be using link primarily to reduce compliance costs in the near term. What is unclear is how that will impact token use and token price if this work is still done exclusively by preapproved nodes with all payments off chain
