So, back in the day when most people gambled in physical casinos, a trick the operators would use as a means of hyping up the crowd was to have a 'high roller' come onto the floor, and start winning big at games, making a spectacle and drawing a crowd, who'd be enticed to play more, and play more aggressively to 'catch the luck.' Of course, this high roller was an employee of the casino, and the games were rigged in his favour. When he was done, he'd cash out his chips, and then walk out into the back and return all the money. Since the casinos were often run by the mob, this was also a way they'd distribute payoffs to associates or people they wanted to reward - albeit with less flash than the high roller marketing trick usually was.

What you're seeing is basically that trick adapted for the internet age. This guy is a paid high roller. He's not winning anything, he's just doing a promotional stunt for the casino.
