My bank closed an old account of mine for 3 years of inactivity. I had money in it, and when I called them they said they do not have a procedure for returning such funds. That was a year ago and I don't think I will ever be able to get my money back without a lawsuit, which I'm not rich enough for.

That's because the funds were sent to the State. The bank doesn't have them anymore. You need to contact your state to claim the funds.
