Every manager is promoted to function as a scapegoat for their superiors mistakes. All the way up to the CEO, who'll get blamed and fired if the board of directors makes a terrible decision and want to dodge blame
Because the “leaders” are puppets placed into that position, otherwise they’d never have gotten to that level.
