That wasn't legally allowed so now if you make less than that you only pay over what you made. The only change is that in 2028 it's going to be based on the real value increase for everyone. It just makes it so you can't just sit on a bunch of assets which increase in value. It hasn't caused trouble until now, it's not suddenly going to in 2028.
