He can't force credit card companies to cap interest at 10% by any real power. He just wants the populist rhetoric of having said it.

If a 10% cap was passed most people would just lose their credit cards or see massive cuts to their limits or would only qualify for cards with a hefty annual fee and few benefits. The end result is not that credit gets super cheap for a lot of people, it's that loads of people no longer have access to credit cards.
