He just wants the populist rhetoric of having said it.If a 10% cap was passed most people would just lose their credit cards or see massive cuts to their limits or would only qualify for cards with a hefty annual fee and few benefits. The end result is not that credit gets super cheap for a lot of people, it's that loads of people no longer have access to credit cards.
