The proposed Dutch law is not going to happen. Of course you can't tax by forcing a sell. You can only tax pre purchase or post sale.
I don't understand why you guys think this would be devasting for rich people, who are already good at building new assets to subvert tax laws, instead of mostly hurting unsophisticated investors like old people living off investment accounts or individual investors
