At the very least, if people are to get a fair chance. There is a very well state school system in the usa, and it's modestly affordable. We actually already pay for the first 2 years. Expanding the pell grant would be the way to go. Schools will make their costs whatever they want, but giving enough money to attend your average state school indefinitely and some extra money for attending school would be the best possible thing for this country. I don't expect to pay 70k a year for someone to hang out with all the other rich kids. That wouldn't make sense.

Also more people going back to school would strengthen the labor market for people still working those more manual jobs. Would most likely lower the crime rate and corruption on youth as well. Not to mention they'd be able to read and such.

There are tons of areas in the USA that actually need warm bodies, and jobs like housekeeping, landscaping, and the cheapest of cheap labor that's last to be automated, or never, needs to be performed by someone.
