We haven't needed to. Products have become more efficient (incandescent to LED bulbs for instance) and homes have become the same way (better insulation, more builds to code to prevent heat loss).

Blackouts are expected unless loads are significantly reduced (still growing btw) or new production is immediately brought online, nuclear facilities of actual worth take 5-10 years to get operational.
