The older coins with Wilhelm I got worn slick from years of use and were melted down to make newer ones. Gold never got circulated as much, so Wilhelm I 20 Marks are plentiful and low premium.
For Silver, Bavaria tends to have the cheapest 2, 3 and 5 marks of the issuers that aren't Prussia.
In 1914, Prussia did make some commemoratives for the 100th annviversary of Napoleon's defeat that had Friedreich Wilhelm III on them instead of Wilhelm II which are probably some of the best designed coins they made.
