stock price on a big time frame is basically a geometrical brownian motion that has 2 components: the drift (how much exponential growth is expected) and the brownian diffusion, which is basically evaluating a bell curve at any given time. the implied volatility is the expected 1 standard deviation move over a year, taking into account the snapshot where you took the data since its more like a projection. with the price movement information and events such as earnings, the market figures out an idea of where the stock price might be. the bell curve, if you remove the drift, means the most likely future evaluation of the stock price is the mean of said bell curve, that is the current stock price. This does not mean the price will remain there forever, since with more information (a future snapshot of the price action) might for example place a stock price from within a 1 sigma probability to a 3 sigma probability. Mathematical models account for random bullshit events by constantly reevaluating those volatilities (volatility itself is a random variable, with some mean reverting properties). Your picture basically shows a "if this stock price was way too far away from the strike price, the projection of the volatility has to be recalculated and this is the value it should have under the current market data"
