Black guy here. The answer is Yes. Why? you have to realize that people born into poverty have less security, a basic need that conditions us for future behaviors. Because they have less security and don't know where the next dollar is coming from, they have to become masters of the short-term to survive. This trauma-like short-term mentality then makes them eat the Stanford Marshmallow really fucking fast. And so the cycle of poverty continues.
