Yes, that's the block subsidy. The block rewards include fees, and the fees can't be zero, so block reward will never be zero.

One or two people wring their hands over the subsidy getting to zero, but so far we've see the price going up such that half the subsidy each time means more or less the same dollar value. So: the majority of devs don't see a need to make any change much less any change now
