It’s absolutely fucking not. Every transaction is monitored now. Off-ramps, purchase origins, and wallet balances are all tracked. Bitcoin can't even effectively preserve your wealth if you're fleeing a country; you still have to sell it across borders. Those transactions will be flagged and potentially seized, assuming you even made it out with your keys to begin with.
