Shortages are driving oil prices up, but Trump keeps tamping them down with his rhetoric. By tamping the price down, demand stays the same rather than decreasing as the price gets higher. Since demand is not decreasing, the shortages increase faster than if the price were allowed to rise. This eventually makes the crisis worse.
