If Iran has a toll set up in the straight then oil is selling at a discount, why would the UAE Bahrain Kuwait and Saudi Arabia want to pay Iran billions a year in toll fees to rearm when they can instead at a lower volume rise prices and ship it out over pipes, not to mention iran has limited the amount of ships able to pass the straight to 15 a day and it takes them between 30-45 days to reach their destinations and the OPEC's preferred oil price is 90 dollars a barrel with global reserves being depleted, also not to mention that certain chemicals in refining silos which need time to build up are gone since some refineries where completely halted and it will take weeks for the inside ecosystem of the silos to reach optimal levels again
