Yes this is true. If you want to advance it's important to be seen and heard by the higher-ups, and to get involved in things outside your daily task list. I've gotten two promotions from conversations that happened in hallways, one was overhearing two coworkers griping about some unsolvable problem they had that I knew how to solve which got me a promotion to lead dev on that project, another came when I was in a guys office talking about some internal project he was involved in (he would be on the user side) that had just spiralled out of control and about to get shut down, and I was trying to figure out where it had gone wrong and what their actual problem was vs what the project was trying to deliver, and somewhere in that convo a C-level had walked by, overheard enough as he passed by to get interested, so he spent the next 30 minutes just outside the office listening in on my brainstorming. That got me a promotion to Director.
