That's what the "clarity" name part is all about.The fighting over it from banks is that they want to prevent stablecoins from offering high interest rates because obviously everyone with a brain will move from shitty bank accounts with .5% interest rates to get 4% from a stablecoin offering. So they added a clause saying stablecoins can't offer interest and/or only at atrociuos rates basically equal to bank savings accounts.Ultimately what you should take away from this is that our Congress is corrupt, retarded, and the country is teetering on the brink of dissolution as a result.
