The really big one is that they're waiting to see if the stuff gets automated.The more subtle one is just a worse economy and inflation and higher taxes making everything more expensive, so instead of firing they hold onto their talent and just don't hireIf they're spending another 1,000 a month in rent, taxes, utilities, and pay they really can't afford to bring in a new employee.
