If funding is positive, longs pay shorts (bullish crowd dominant).
If funding is negative, shorts pay longs (bearish crowd dominant).

The graph shows that funding is extremely negative right now, which means bears are paying a lot to maintain their shorts. If the price in fact defies expectations and goes up there could be a short squeeze and cascading liquidations.

Pretty much all of those parabolic runs come from short squeezes. Nobody is really like "BTC is at all time high, I should go all in." What happens is people leverage short "it's way too high now. It can't possibly go higher" they get called and those people are forced to buy higher.
