Transactions are done between two wallets directly (it's like sharing files - no middleman). Each CBDC (file) has a unique serial number and the central bank keeps track of all the serial numbers it has ever printed (so you can't counterfeit CBDCs).The transaction itself doesn't require internet. So if you give your sister 10 bucks to blow you without either device being online, only the two of you know the transaction took place. But as soon as the device is connected to the internet, the Central Bank/Government (directly) knows that the transaction happened (from your wallet to your sister's wallet). It still doesn't know that you paid her to blow you.It's basically a replacement for cash with enhanced traceability.At least that's how I understand it (and this is how the e-yuan is being implemented IIRC).
