Not going to happen. Computer chips like Memory, CPU, and GPU are insanely complex to produce and require perfectly dust free and sterile conditions and are like a 500 step process to make. The factories take years to build and get all the kinks worked out and get production rolling. That is why the current companies are going to the moon. Nobody can step up to replace them in the short term. If someone decided today to build a new semiconductor factory it would probably be at least 2 or 3 years before it could actually be selling chips, and that would be incredibly quick.

AMD will sometimes have a new chip design that out classes the current Intel CPU, but it always seems like within a year Intel launches the new generation that puts them on top again.
