there has to be an answer as to why air can flow that easily between two units that have a shared wall. It would be cheaper to ask a contractor that specializes in air sealing what can be done, and for how much before throwing in the towel. there shouldn't be any HVAC connecting two separate townhomes, so it could be as simple as gap filler in the right areas. you can also take it up with the HOA, maybe the city can get involved? lots of avenues to explore before giving up.
