Galactic map where all the management/ governance and civ building happens, and then space/land battles which are the RTS element. Both allow you to pause time to give orders or build stuff. You can entirely skip the battles with auto-resolve and the game will calculate odds based on which army/fleet is stronger. If you really need to keep a planet you will probably have to manage the battle in RTS.Otherwise, if you get into a battle you can just ctrl+a and attack-move, hit space bar and watch via cinematic battle camera.
