Go look at any HR head signature on their email and you'll see them listed with like 3-5 designations. They might not even be regular employees but considered "business partner".
They are basically trained by BlackRock to be the gestapo and all of the designations are intended to make them feel overly self important. They're there to enforce diversity standards and help give women the dominate foothold in the office. There was a time when literally all of the new accounting staff they kept bringing in were blacks. Some of them were dumb as rocks and fucked a bunch of shit up. But 100% they saw the staff and said "We need some diversity here."
Miserable profession. They also make you take yearly training to fight racism and sexism etc. They're basically Blackrock's influence into every medium to large sized business.

They're there to do 2 things: Get talent in and keep them, and minimize or mitigate lawsuits. EVERY ELEMENT OF HR is window dressing or support for those two things, and every midwit loser who's had some cunt generalist scold them just can't seem to wrap their head around it.

No, more lawyers doesn't solve the problem. Not getting sued is wildly cheaper than fighting or settling one, and HR people cost fuck all compared to more counsel. Compare CHRO salaries to Chief Counsel salaries and you'll see this applies in the c-suite too.
