It's basically a reserve because without supply coming in the reserves run low. It's a flow.

Either the oil from Hormuz goes into reserves and the oil from reserves gets used, or the oil of Hormuz goes to producers and the oil in the reserves stays where it is. If Hormuz is closed oil of reserves is being used, there is in total less oil available.

So, when reserves run low, what do you think where they will get the oil from to refill them? And how long that will take? It took them quite some time with the Hormuz working after Biden depleted it. Now it will take decades to refill it back.
