The 17% is a special type of account, where you pay the 17% on the return of your account at the end of the year, regardless if you have sold anything.
The 27% is ordinary account that is capped at ~$15K annual ROI, hereafter it is 42%.

It's a bad tax policy, because danes - average/median, own less stocks than countries that are "poorer" than us.
Obviously it could be by design, keeping the nanny state in charge of the citizens financial security..
