The top portion is a thigh-high stocking attached to a garter. There's some kind of a black strip with something silver (studs? grommets?) at regular intervals going down it. It's attached to the garter at the same point as the stocking, but also seems to be sewn to the stocking for a few inches. Then on the same leg she's wearing a boot with long fringe attached. Most likely it's identical to the boot on her right leg- hard to dance in mismatched footwear. It's difficult to make out any more detail at this resolution / lighting level.

I'd be surprised if this was a product you could buy as-is. Most likely she or her stylist put it together out of parts- garter, stocking, strip, boot, fringe.
