I think it's neat. Not sure about Orlando but Universal Hollywood also allows costumes during HHN, though most don't dress up since it's usually very hot and uncomfortably crowded. Most of the cosplay I saw at Fanfest was from the featured IPs (I did not cosplay).
As for the event I think they're kinda stuck between not wanting to pour too much money into something with so-so attendance, but also needing to do more and not cheap out to attract attendees. The lines for the One Piece restaurant were crazy though, so they're definitely making decent money on the food. If you like rides, pretty much everything was a walk-on including Mario Kart.
