Taco Bell is the king of cucking people with their LTO. It is 100% deliberate. I wouldn’t doubt they have a team of marketing analysts dedicated to just figuring out which of the 1,000 discontinued items to bring back next.
Luckily, as everyone knows, it’s largely just the same ingredients in a different configuration. So in some cases you can customize your order to get an item that’s not technically on the menu anymore. Unluckily, there’s a high chance the employees cannot be bothered to do right by your wishes.
