I spend a lot of time watching videos on Japan and Japanese small mom and pop restaurants in Japan because I plan to go there some day and spend my time eating at as many as possible. One thing I noticed in these videos that a lot of these small restaurants are really grimy and messy and have health code violations that would never fly in America. Is that really how it is at Japanese restaurants? I always pictured Japan being obsessive about cleanliness?

You have never worked in a restaurant that was serious about cleanliness and sanitation. One of the first signs a restaurant is not doing the cleaning it needs is the floors. If they are not cleaning the floors they are definitely not getting the smaller more difficult details.

Japan is generally really clean but they consider something being rundown or messy to be fine if it was always like that.
Like they'll dine in a place that has holes in the walls and furniture from the 1960s that's wobbly and rave about it because its always been like that, but they'd complain if it got renovations.

t.used to bartend in a bar in Japan that looked shittier than the video you linked but it was the only 5 star average review bar in the prefecture cuz of the atmosphere.
