If the wine has no preservatives, or only sulfite, you only need to dilute it with half as much water and let it stand in a jar covered by cloth. Inoculation with mother from cider vinegar helps, but it's not typically necessary. Homemade wine vinegar makes really excellent salad dressing. It's definitely better than anything from the store (except super expensive balsamic vinegar).

IMO, it's served that cold because it's just not good warmer when your palate is not numbed. It's a lesser white wine. I was talking with a guy working in a decently sized winery and he told me 90% of their black grapes was turned to rosé to sell abroad. It's a shame, but hey, supply/demand. I don't drink enough red wine to save this industry. Nobody does anymore, sadly.

It's like the mutant alien lab baby of a Sauternes (or similarly sweet noble rot white) and a rose - it's made with Pinot Noir grapes that have been botrytized, but it's not macerated, so it's always white (despite being made with a red grape). If you find Spaetburgunder that isn't TBA, 99% of the time, you're looking at a somewhat dry red. It's still very good, just not anywhere near a dessert wine.

My husband's family does all kinds of things with their grapes back in Baden. They send me a few bottles of non-standard pinot noir every year, but there's always a semi-dry noble-rot rose in there, and I always save it for last."
