U.S. farmers don't compete. They don't have to pay estate tax, they feel like they're entitled to remain farmers and receive subsidies from the government. They're complacent and aren't willing to invest into replenishing their herds. Elevated prices benefit them in the short-term, but not in the long-term if consumers continue to turn away from beef for being too expensive.
