A big part of making a good meat pie is balancing the final moisture of the filling of end product.
Therefore, don't make a stew in the usual fashion because it's going to turn out too liquidy.
Avoid adding a lot of veggies because they are going to release too much liquid.
Potatoes and rice are good, because they absorb liquid.

What you need is a tough cut of beef that is going to release a lot of gelatin. I use beef used for making soups.
Add garlic and onions and maybe tomato concentrate and stew until it's falling apart tender. Then let it cool. If you do it properly the stew will turn solid from all the gelatin.
If it comes out too thin, or you don't have enough gelatin, you can added mashed potatoes to help thicken it up. It goes well with it anyway.

And use short crust pastry.

Pie fillings are specifically made for a pie, they are far thicker than any stew and unlike a stew, they usually do not contain any veg, especially a steak and ale pie.

Most ingredients are cooked beforehand but there are exceptions to this; It's often a good idea to blind bake the shortcrust base before adding the filling, the lid can either be shortcrust or puff pastry.

I make steak pie several times a year. It basically is like making a stew for the filling. You just want it thicker than a normal stew obviously so it doesn't run. You want to cook it down until the liquid forms a gravy, essentially. But the fundamentals are the same, you're braising beef. It's not exactly the same, but for the purpose of learning how to make a pie, you should be familiar with the same techniques you use to make a stew and build on that.

Yes the Australians and Kiwis are very serious about pies and they are also open to creativity. Plus most of the bakeries are operated by Vietnamese so you get a lot of Asian influences. It's great! There are a lot more pies than just steak and ale but look up bong cookbooks and borrow the recipes basically. Pastry all down the sides and the bottom is more common for individual serving pies but stew-with-a-hat is probably more standard for something you'll serve to many people and you'll see both variants. There's also a lot of autism for the type of pastry and that's going to have a major effect on the type of pie you end up with. My advice is to read and watch a bunch and combine the various steps into the sort of pie you want.

You can turn a top-only pie recipe into a full recipe just by making more pastry and layering the sides first, or better yet go shortcrust/watercrust for the bottom and flaky or puff for the lid if you want full autism. Allow the filing to cool before you put it in the pastry if you're doing this to avoid (overly) soggy pastry. Also despite memes garlic and vegetables are perfectly normal in traditional bong cooking just not overwhelming the main part of the dish which should be the beef. Carrot and celery, maybe mushrooms also sensible. Herbs and Worcestershire sauce too.

For me, it's beef shin and picrel.
Cut the beef into 1" chunks, dust it in flour and brown it in tallow. Sweat some diced onion and carrot, throw the beer in along with stock, a couple bay leaves, Worcestershire sauce, and a spoon of Marmite. Low heat for at least a few hour, add water if it starts to catch, but it should be thick. Add some larger chunks of carrot and mushrooms for the last 15 minutes if you want, then check the salt level.
Half tallow half butter pastry, shortcrust for the sides, rough puff for the top (just divide the in two, fully rub the fat in for one and fold/roll it in for the other).
