>>21640137Nothing bad with having the powdered stuff on hand, but if you want to make better chili, just do it the normal way by keeping the whole dried chilies intact for storage, then when you want to use them, toast them in a pan, then soak them in water for like 30 min (or boil if you're impatient) and blend.
