you don't need flour. using peanut butter is almost like using almond flour or something like that. baking powder would probably be a good idea though.

i've made these cookies before and they're not too bad but they always have a gritty texture because the sugar doesn't really melt in them for some reason.

You need to add some softened unsalted butter, helps dissolve the sugar while also making the cookies a bit more filling. Also consider roasting and grinding up about a half cup of peanuts to add to the mix. Adds to the flavor and can serve as a filler in place of flour if you're insistent on not using flour.
