This is an issue with using a very small pot, ie poor people. In food service, pasta isn't always cooked to order, but can sit around to reheated, and those cases where it's cooling and congealing to be refreshed again, the oil keeps it separate. Yea, it's bad, but if you ever walked past a Sbarros in the mall, those vats of noodles are there for the hot sauce, only combined when you order.

What worked is reaching near boiling temps, just when small bubbles start to come up, insert pasta (broken in half), boiled for a few minutes, maybe not even 10. Add salt, not oil, not too much though, a few pinches. I stir the water while it is working, and have the pasta out when it plumped up and wiggles like a worm does. In the pot where the pasta is stored I left a little moisture, just enough so they don't dry out. It was all gucci the next day, not sticking together, no hard parts in the pasta itself.Such an easy job but also easy to under/over cook it.
