Think of it this way, heat is transferred by conductivity, low heat transfers slow and cooks unevenly, high heat moves through the whole thing all at once.
For an extreme example, crack an egg into a cold oiled pan, then turn on the convection heater, you'll see it.

Disregard all other retards in this thread and I will tell you the real story.
Preheating your oven is important because your oven blasts heat to get to its desired temperature, so the food will get no heat to as hot as possible for your oven until it gets to a proper ambient temp.
Preheating your stovetop pan is important because you don't get a proper sear on foods that require preheating and meat will just boil in its juices instead.
