There's absolutely ZERO truth to this. That's not another part of the garlic that anyone would ever remove. I've read every cookbook in the world and no one has EVER suggested such a thing.
Just remove the root at the end. The rest is all usable and all exactly the same stuff. There's no such thing as "the germ".
