Well let's put it this way, if I was making something like allio e olio I wouldn't use jarlic for that, becaus the quality, texture, and overall purity of the garlic is absolutely central to the dish. However, if I was making something like meatballs where a million things are going into the mix I might just use a spoonful of garlic paste rather than to deal with mashing up fresh garlic when it's only one minor ingredient amongst 20.

Not as good as fresh. It has acidic ingredients added as a preservative which can be noticeable if you're eating it with something that isn't acidic. Otherwise it's alright.

The only thing I try to avoid is anything like this with onion or onion powder. For some reason onion like this develops some really bad flavors.
